well i figured this was a thread worthy discussion. personally ninjask is the fastest pokemon for me, considering it caps speed in just a few turns in game. but then again, you have moves like quick attack, extreme speed, teleport. i don't expect any progress to be made on this. but let's talk speed.

Ho-Oh: I always believed it was Mewtwo. Being the most powerful Pokemon (in my eyes), and able to use its power in any (and every) way it wants, Mewtwo can certainly be able to travel at extremely fast distances. I'm talking about Pokemon in real life, not the Pokemon games.

That's where i can't pin it down. Legendary Pokemon are supposed to be more powerful, but i can't get over how fast and easily Ninjask can get to a 999 speed stat in the games. That feels like a pointer to say it is the fastest, without teleporting or using trick room.

then there is no priority mechanic outside of the games. So quick attack and extreme speed don't make a Pokemon qualify just for learning them.

i also saw a cicada outside today after coming home. poor thing couldn't fly enough to escape. i may have saved itself life since it is out of the drive way, and my mom might have ran it over as she left for work.

ah, that's even harder to decide due to the fact that any pokemon can become powerful with training. power is a bit more vague

Speed is a hard one. What about Deoxys? It has a speed form. Is that faster?

okay, for Deoxys and Pokemon in general. one of the big issues with this discussion is stats, without those there won't be an objective conclusion. i do presume that legendary Pokemon generally have higher levels and base stats, like in the games. (also, this would be a good place to claim any discrepancies as far as stats go, speed in particular)

however, there may be exceptions. for example, the use of Speed Boost to get past legendary speed. that's pretty powerful out of the games considering how much you can do with that speed, unless the ability has some other mechanics. it may have a toll on the Pokemon if overused, there could be an energy cost, it may only work for the moment. for it to not be a temporary boost, energy has to be used to maintain it, or some transformation has to occur.

supposing that one still manages to hit the speed cap of 999, what if both Pokemon do? well it's time to get out a special calculator and or do some number crunching. let's say Deoxys also uses stat modifiers in its speed form, versus Ninjask. well this is where stats have to go past 999, and if you're doing this, you may as well not have a level cap. this isn't for in game purposes, so don't worry about it. fortunately, i happen to have built a calculator without level and stat caps and more.

if you prefer to use level and stat caps, for comparing whom is better, look at base stats as skill, talent, and genes. Deoxys has 180 base speed, and Ninjask has a 160 base speed stat.

in either case, on equal terms of boost, health, and energy. Deoxys would be a bit faster than Ninjask. It also has the highest base speed stat up to today.

on another note, training is needed to master a move or ability. although Pokemon can learn more than four moves, they don't master them instantly. this would depend on their stats. a speedy Pokemon wouldn't have much trouble with an ability like speed boost, up to a certain point.

legendary Pokemon are masters of some type of skill or aspect of nature, so training isn't really required since they can be set up to a powerful level upon creation (hence the high base stats).

i also mentioned above about priority being an in game thing.

The top 5 IMO in terms of Speed would probably be (in no particular order): Electrode, Ninjask, Deoxys-Speed, Noivern and Accelgor.
